RoadMap for improving the quality and responsiveness of VET – Theory and Practice

What is Rapport all about?

RAPPORT is a capacity building project based on multilateral partnership between organisations in Cyprus, Greece, Italy, Albania and Bosnia Herzegovina that are active in VET (Vet providers & chambers). Based on the needs analysis of Albania and Bosnia Herzegovina, taking into consideration both the Torino Process reports but also the development strategies of the countries, the consortium has identified the need to improve the quality and responsiveness of VET to socio-economic opportunities and social developments to enhance the labour market relevance of skills provision. RAPPORT aims to provide a holistic way on how the quality and responsiveness of VET can be improved and it tackles all the above-mentioned issues (to different extents each). RAPPORT is a “theory then practice” project where all partners will achieve the above (some to a greater and some to a less extent) through a multilevel approach where: On a 1st level a series of capacity building workshops are implemented [CAPACITY BUILDING] On a 2nd level partners design, develop, deliver, validate together training curricula and materials to be used in an asynchronous learning mode as well as deliver career advice through which they put into practice what they have learned during the first level. Green, digital and entrepreneurial skills are used as a case study to practice skills gained through capacity building[PRACTICAL APPLICATION]. On a 3rd level a community of practice is set up with VET professionals and social partners from the countries of the consortium (and possibly outside that discusses and jointly learns through a series of virtual workshops on aspects related to the attractiveness and relevance of VET [EXPLOITATION AND IMPACT]

OBJECTIVES

Objectives of the project are the following:

  • To ensure that project activities are implemented according to the time schedule set and within budget and to monitor the indicators of the project (qualitative and quantitative), to make any necessary changes to the Gantt chart of the project, to produce the reports for the Agency, to implement the quality assurance of the project
  • To build the capacity of the partners of the consortium in key areas related to the quality and responsiveness of VET and more specifically quality assurance, curriculum design, stakeholder collaboration and labour market analysis for future skills, integration of soft skills in VET curricula, validation of non formal learning and career advising in VET and best practices in inclusion and accessibility through a series of seven capacity building workshops
  • To multiply the impact of the project through the development of a platform with the materials of all the capacity building workshops
  • To develop the knowledge, skills and competences of the VET stakeholders in the consortium on curricula and materials development that a) respond to qualifications (i.e. expressed in LOs and responding to EQF) b) respond to the skills needs of the labour market (including soft skills) and c) integrate a strong work-based learning component and d) lead to validation through microcredentials
  • To develop the knowledge and skills of VET stakeholders on the development of materials through asynchronous electronic learning
  • To develop the knowledge and skills of VET stakeholders on the validation of non formal learning through the development of microcredentials assessed through ISO17024 assessment tools
  • To develop the knowledge and skills of VET stakeholders in designing VET programmes integrating the workbased component
  • To develop curricula and materials for digital, green and entrepreneurial skills to be used as transversal skills stackable on any VET program
  • To develop microcredentials for digital, green and entrepreneurial skills to be used as transversal skills stackable on any VET program
  • To develop the capacity of VET providers in organising and delivering training programmes through asynchronous learning
  • To develop the knowledge and skills of VET providers to deliver activities integrating the workbased component
  • To develop the knowledge and skills of VET providers in providing career guidance to VET learners in order to make VET more responsive
  • To improve the employability of learners through the development of transversal skills
  • To develop the knowledge and skills of VET providers in the consortium in green, digital and entrepreneurial competence
  • To develop and to validate the knowledge and skills of VET learners in green, digital and entrepreneurial skills
  • To setup a Community of Practice with VET stakeholders from third countries outside the consortium and countries of the consortium (third and EU) that will focus on exchanging good practices and in identifying ways and in experimenting with different techniques with the aim to improve the attractiveness and relevance of VET
  • To disseminate the results of the project
  • To achieve the engagement of other VET stakeholders (providers, chambers, learners etc) in the third countries through the organisation of conferences as well as setting up of the community of practice
