PortAbility - Strategies for VET to support Port City Economies towards a Just Transition

What is all PortAbility about?

The PortAbility CoVE project establishes, through a new European and regional level interface, a new transnational CoVE network for Port City Regions undergoing economic, social and environmental transformation. The overarching purpose of PortAbility is to contribute to the general objectives of the CoVE call by developing innovative strategies and methods that foregrounds VET not only as a contributor, but as a driver for the economic diversification and reconversion of Port City Regions towards a ‘Just Transition’, as part of the transition towards a climate-neutral, digital, and inclusive economy.

OBJECTIVES

  1. Activate 4 Centres of Vocational Excellence (in Italy, Spain, Greece, and Cyprus) that place vocational training as an effective element of development for the economies of transitioning port areas, through the construction of appropriate governance systems that intervene in their respective territorial systems and ensure continuity and sustainability to the achieved results
  2. Strengthen the forecasting capacity of territorial systems regarding the evolution of the labor market and the skills and competencies able to support socio-economic development
  3. Define and refine specific skills clusters to support digital and climate transition, taking into account the cultural and socio-economic peculiarities of target territories, closely collaborating with the local scientific community and businesses, especially SMEs, integrating perspectives of applied research into Vocational Education and Training (VET).
  4. Design and experiment targeted pathways for skills upgrading and reskilling, particularly for workers at risk of job loss, using an approach based on the construction of micro-credentials.
  5. Promote social inclusion and innovation through the identification of measures to be taken within developing territorial systems, targeting the needs of the most vulnerable individuals (such as the poor, unemployed, migrants, disabled, etc.)
  6. Establish a permanent and impacting knowledge exchange and generation system able to convey capacities and experiences from European port areas having crossed the challenges and changes concerned with port transformation and urban regeneration to the local levels, and from the local levels to the European one.
